HB 211 (BR 977) - J. Wayne

     AN ACT relating to executive branch ethics.
     Amend KRS 11A.010, relating to the Executive Branch Ethics Commission, to define "person" and "matter"; amend KRS 11A.040 to permit the commission to authorize exceptions to the post-employment provisions; require an annual, rather than quarterly, report of employees approved for outside employment; amend KRS 11A.045; permit acceptance of gifts up to $50, rather than $25, in a single calendar year; amend KRS 11A.050 to extend the filing deadline for financial disclosure statements from 30 days to 90 days upon leaving state government; require the statement to include the "nature" of a business as well as its name and address; amend KRS 11A.080 to change reference to a final "determination" to a final "order" issued by the commission as a result of an administrative proceeding; permit the commission to confirm that an investigation has been initiated, or terminated, if the alleged violations were referred publicly from a public agency; amend KRS 11A.130 to clarify language relating to employment in a privatized service; amend KRS 11A.211 to require employers of executive agency lobbyists to pay a registration fee of $100 to be deposited in a trust and agency account for the commission; direct these funds to be used to supplement general fund appropriations to the commission; direct that the funds not lapse; amend KRS 11A.990 to require that salary withholding resulting from failure to file a financial disclosure statement by the deadline begin on the sixteenth day of noncompliance rather than the first day.
