HB 225 (BR 307) - T. Pullin, R. Adkins, T. Couch, M. Denham, W. Hall, C. Meade, R. Nelson, F. Nesler, J. Vincent, S. Westrom

     AN ACT relating to the Kentucky Gas Transmission Authority.
     Create new sections of KRS Chapter 353 to establish within the Finance and Administration Cabinet the Kentucky Gas Transmission Authority; set the membership, meeting schedule, and compensation of the authority; authorize the authority to perform certain functions, including the issuance of revenue bonds; create the Kentucky gas transmission authority fund and limit the uses to which moneys in the fund may be applied; require an annual report to the Office of the State Budget Director and the Interim Joint Committee on Appropriations and Revenue.

     HCA (1, E. Ballard) - Repair projects not subject to "insufficiency" restriction; specify that authority may study the need for additional storage and transmission; clarify that authority will not engage in construction itself.

     HFA (1, T. Pullin) - Change "transmission" to "pipeline" throughout; clarify purpose of authority is for financing; add members to authority; permit study of need for additional pipelines; refine definition of user fees to be deposited to fund.

     HFA (2/Title, T. Pullin) - Make title amendment.

     HFA (3/Title, T. Pullin) - Make title amendment

     HFA (4, T. Pullin) - Change "transmission" to "pipeline" throughout; clarify purpose of authority is for financing, add members to authority; permit study of need for additional pipelines; repair projects not subject to "insufficiency" restriction; allow authority to study the need for additional storage and transmission; clarify that authority will not engage in construction itself; authorize authority to promulgate regulations; allow cities or counties, separately or together to own gas collection and distribution systems.

     SCA (1, T. Jensen) - Amend authority membership; delete sec 15 relating to cities and counties engaging in gas collection and distribution.
