AN ACT relating to retirement.
Amend KRS 61.552, relating to purchased service in the Kentucky Retirement Systems, to permit purchase of full-time employment at a state university if the service was covered by a defined contribution plan; allow vested members of the Kentucky Retirement Systems to purchase credit for full-time employment with an urban-county government in positions which would qualify for hazardous duty.

SCS - Retain original provisions; amend KRS 6.505 to permit a legislator who failed to elect membership in the Legislators' Retirement Plan an option to elect membership; amend KRS 6.515 to allow legislators to purchase "airtime" after 15 years; amend KRS 6.520 to base final compensation on the three highest years of earnings; amend KRS 6.525 to provide reciprocity between the Legislators' Retirement Plan and the other state-administered plans and to allow legislators to retire after 27 years; amend KRS 21.360 to permit judges participating in KERS to join the Judicial Retirement Plan; amend KRS 21.370 to allow judges to purchase "airtime" after 15 years; amend KRS 61.510 to base the compensation used for legislators' retirement benefits on taxable earnings; amend KRS 61.680 to conform.
SFA (1, E. Tori) - Retain original provisions and create a new section of KRS Chapter 61 to prohibit public agencies from rehiring a person retired from the agency within one year except through a competitive hiring process; exempt local school districts, postsecondary education institutions, and public agencies employing a person who retires from another agency from the provisions; amend KRS 61.637, relating to reemployment after retirement, to suspend the retirement of an elected official who resigns from office and is reemployed in an elected position contributing to the same retirement system within 12 months; require member to repay benefits received and to contribute to previous retirement account; apply provisions to elected officials who retire after effective date of the Act; amend KRS 64.5275 to provide that county judges/executives, county clerks, jailers, and sheriffs who are reemployed in their same position within twelve months of retirement shall be paid in accordance with Step I of the salary schedule.
