SB 28 (BR 118) - E. Scorsone, D. Harper Angel, J. Rhoads

     AN ACT relating to newborn screening tests.
     Amend KRS 214.155 to require the Cabinet for Health Services to provide information on the Internet on the availability of comprehensive newborn screening tests related to heritable and genetic congenital disorders; require the cabinet to inform health facilities and health care providers that the information is available on the Internet; require health facilities and health care providers to inform an infant's parent or guardian of the availability of these tests and to collect the sample, send it to a qualified laboratory upon consent of the parent or guardian, and provide the appropriate follow-up health care; permit the cabinet to enter into agreement with private qualified laboratories to perform newborn screening tests; define "qualified laboratory"; permit health facilities and health care providers to send samples to any qualified laboratory; amend KRS 205.560 to require Medicaid coverage for comprehensive newborn screening beginning January 1, 2007; and create a new section of subtitle 17A of KRS Chapter 304 to require health benefit plans that provide coverage for a family or dependents to provide coverage for comprehensive newborn screening beginning January 1, 2007.
