SB 68 (BR 427) - K. Winters, D. Boswell

     AN ACT relating to grain.
     Create a new section of KRS Chapter 251 to allow the department to authorize audits by governmental licensing agencies located outside Kentucky; amend KRS 251.430 to require that a license be renewed by August 1; require license fees to be deposited in the Kentucky grain insurance fund; increase the license fee structure; amend KRS 251.440 to require an applicant for a license to maintain an asset to liability ratio of 1:1; amend KRS 251.500 to make a license invalid if a licensee fails to remit license fees or pay fines; amend KRS 251.610 to define "seed"; amend KRS 251.640 to assess producers of grain at a rate of .0025 times the gross value of their marketed grain; increase to $4 million the minimum amount that can be in the grain insurance fund before assessments are suspended; amend KRS 251.720 to require that a license be renewed by August 1; require license fees to be deposited in the Kentucky grain insurance fund; increase the license fee structure; require an applicant for a license to maintain an asset to liability ratio of 1:1; establish criteria for when a grain dealer's license shall become invalid; amend KRS 251.990 to fine a licensee who does not renew a license within the required time frame; require all fines and penalties to be deposited into the Kentucky grain insurance fund; amend KRS 251.642 to conform; make technical corrections.
